Is this racist......?

After some fellow co-workers of mine told my boss that they were having major problems at a school that we provide teaching services to, my boss did a site visit to see for herself. One of the teachers pointed out that a students burped in her face. The student was white but dressed in urban gear and had golds/a grill. My boss asked him to come over and apologize. As he was walking away she whispered, "That's what you call a wigger." Now, I wasn't there, and I know she wouldn't have said it around me cuz i am african-american, but she did say it to my hispanic co-worker and if you didn't know, hispanics come in all colors. Any place other than Miami, my hispanic co-worker can pass for white, but her brother which has the same mother and father looks black, and she was very offended. The other employee is a white girl and she said it made her feel so uncomfortable to hear something like that? What do you think? I can tell of countless other sayins that my boss says....

We live in the land of the perpetually offended. Anything you say will be considered racist by somebody somewhere.
