teaching measurement 4th grade

PLEASE HELP easy, but confusing fourth grade math question?

im helping my brother with his homework (which should be easy seventh for a student like me), but we kept are. who is learning about scaling things like 1 / 4 inch equals 6 feet. he said to the paper measure the images of rectangles and here are your steps: 2 feet = 1 b = 2.4 ft c = 2 md = 1 4.2 = 1 foot me how you do it? im thinking it would be for one, 2 * 6 feet, but I'm not sure. or would be 8 * 6 2 because it has 8 1? 4ths on itself. calrify please if possible in a way that I can teach him and another way for he can understand. thanks a million!
